Racial violence is largely underreported to the police. According to Home Office statistics, from 2012-2015 there has been, on average, 106,000 racially motivated ‘hate crimes’ per year.
It is clear however that people are still suffering in silence and therefore not enough information on this growing crime has been collected and so agencies don't realise how big of a problem it is.
Crimes can be reported back to appropriate authorities and action can be taken. This will include educating children, police officers and others about this crime.

Consider them “learners”. Remember that they might be less enlightened and tolerant than you are. They might not even know that their comment or action is racist.
